Marijuana reform advocates are marking the 50th anniversary of a federal report recommending cannabis decriminalization compiled by the “National Commission on Marihuana and Drug Abuse.”
Most people expected the panel, which changed its name to “The Shafer Commission,” to bolster the administration’s position that cannabis was a dangerous drug that should be criminalized. But that’s not what members concluded in their report.
Instead, the commission concluded that while cannabis use might pose some health risks, the policy of criminalization is excessive and unnecessary.
