She was pursuing a PhD in history at the University of California, Berkeley, when Henry convinced her to return to New York to work for Rockefeller. She directed international studies for the Commission on Critical Choices for Americans, which Rockefeller organized, financed and, late in 1973, quit the governorship to lead. Henry, meantime, became Nixon’s secretary of state in September 1973.
