Arriving in Montreal in 1994 with a counterfeit French passport, he sought political asylum, was awarded the right to remain in Canada, committed benefit fraud, got thrown out, and came back and stayed illegally, committing petty crimes unhindered to finance himself while he plotted the attack. He flew to Vancouver, loaded a rental car with explosives, and, on December 14, 1999, took the ferry from Victoria, British Columbia, to Port Angeles, Washington.
