A few states are still on track to legalize medical or recreational cannabis through legislative action in 2022, generating hundreds of millions of dollars in cannabis and ancillary business opportunities down the road.
Rhode Island remains the most likely to legalize recreational cannabis. In contrast, Delaware (recreational), Kansas (medical), and North Carolina (medical) are considered to have a moderate to strong chance of passing bills.
